This paper details ongoing efforts at Idaho National Laboratory to enhance nuclear power plant security and cost-effectiveness through EMRALD, a dynamic risk assessment tool. EMRALD integrates force-on-force simulations and operator mitigation actions, optimizing security by considering various attack scenarios. The results demonstrate the efficiency of armed responders and an optimized physical security system through the integration of flexible coping strategies (FLEX) equipment with force-on-force models.
This report reveals the findings from assessing the compliance of physical security risk assessments across all Internal Revenue Service (IRS) facilities. The examination centered on evaluations conducted by the Physical Security and Emergency Preparedness office in Calendar Year 2010, responding to the IRS Commissioner's directive to identify safety enhancements at all IRS-occupied facilities.
